Make the cookies
- Heat the oven to 350°F.
- Line two baking sheets with parchment paper.
- Whisk the flour, cocoa powder, baking powder, and salt in a medium bowl.
- Whisk the melted butter, granulated sugar, and brown sugar in a large bowl.
- Whisk in the eggs and vanilla until smooth.
- Stir the dry ingredients into the butter mixture just until combined.
- Cover and refrigerate the dough for 30 minutes.
- Scoop the dough into 18 portions, about 2 tablespoons each.
- Arrange the portions on the prepared sheets with 2 inches between cookies.
- Bake for 9–11 minutes, until the edges are set and the centers still look slightly soft.
- Cool on the sheets for 10 minutes before transferring to a wire rack to cool completely.
Make the topping
- Put the chopped chocolate in a heatproof bowl.
- Heat the heavy cream in a small saucepan over medium heat until steaming but not boiling.
- Pour the cream over the chocolate and let stand for 3 minutes.
- Stir until smooth.
- Spread the ganache over the cooled cookies.
- Immediately sprinkle with the rainbow candy-coated chocolate chips.
- Let stand until the topping is set, about 30 minutes.
Notes
For neat tops, spread the ganache only after the cookies are completely cool. Store in an airtight container in the refrigerator for up to 5 days; freeze for up to 2 months. For a dairy-free swap, use plant-based butter and cream and dairy-free chocolate.
