Method
Make the dough
- Stir the warm milk, yeast, and 1/4 cup sugar together in a large bowl and let stand for 5–10 minutes, until foamy.
- Whisk in the egg and melted butter.
- Stir in the salt and 3 1/2 cups flour until a shaggy dough forms.
- Knead the dough on a clean work surface for 8–10 minutes, adding the remaining flour a little at a time until the dough is smooth and slightly tacky.
- Cover the bowl and let the dough rise in a warm place for 1–1 1/2 hours, until doubled in size.
Fill and bake the rolls
- Coat a 9x13-inch baking dish with nonstick cooking spray.
- Roll the dough on a clean work surface into a 12x18-inch rectangle.
- Rub 1 tablespoon orange zest into the remaining 1/2 cup sugar.
- Spread the softened butter over the dough, then sprinkle the orange sugar evenly over it.
- Roll the dough up from a long edge into an 18-inch log and cut it into 12 equal pieces.
- Arrange the rolls cut-side up in the dish, cover, and let rise for 30–45 minutes, until puffy.
- During the final 20 minutes of rising, preheat the oven to 350°F.
- Bake for 22–27 minutes, until golden brown and the center rolls no longer look doughy.
- Let cool in the dish for 10 minutes.
Make the glaze
- Whisk the powdered sugar, orange juice, and remaining 1 teaspoon orange zest until smooth.
- Spread the glaze over the warm rolls.
Notes
For the strongest orange flavor, rub the zest thoroughly into the sugar before filling the rolls. Store covered in the refrigerator for up to 4 days; freeze yes, wrapped well for up to 2 months. For a dairy-free version, use unsweetened plant-based milk and dairy-free butter.
